Northern Province, Eastern Province, and selected vulnerable communities across Sri Lanka.

Background

Human rights promotion often focuses on awareness campaigns and training sessions. While these are important, many communities continue to face unresolved challenges that require practical intervention.

Helping Hands Ceylon proposes a community-based initiative that combines human rights education with direct action, advocacy, documentation, and support for vulnerable individuals and families.

Overall Goal

To strengthen human rights protection and community participation by supporting vulnerable groups to access information, services, justice mechanisms, and livelihood opportunities.

Key Focus Areas

1. Families of Missing Persons

Activities

Establish Community Support Circles for affected families.
Conduct documentation clinics to assist families in organizing evidence, records, and complaints.
Create a secure digital archive of testimonies and family histories.
Facilitate meetings between affected families and relevant authorities where appropriate.
Publish an annual community report highlighting unresolved concerns and recommendations.

Expected Results

Families gain access to information and support mechanisms.
Community voices are documented and preserved.
Increased visibility of unresolved cases through evidence-based advocacy.

2. Human Rights and Equal Education

Activities

Identify rural schools facing significant educational barriers.
Conduct school accessibility assessments.
Provide educational support packages for vulnerable students.
Create student-led Human Rights Clubs.
Organize annual youth forums where students discuss issues affecting their communities.

Increased student participation.
Greater awareness of children’s rights.
Improved access to educational resources in underserved communities.

3. Women’s Economic Rights Initiative

Activities

Identify women-headed households facing economic hardship.
Provide entrepreneurship and financial literacy training.
Establish small community business groups.
Connect women with local markets and business mentors.
Create a Women’s Rights and Economic Empowerment Network.

Improved household income.
Increased economic independence.
Stronger participation of women in community decision-making.

Innovative Component

Human Rights Community Action Teams

Rather than relying only on workshops, HHC will establish volunteer action teams consisting of youth leaders, teachers, social workers, and community representatives.

These teams will:

Identify urgent human rights concerns.
Refer vulnerable individuals to available services.
Conduct community visits.
Assist with documentation and referrals.
Monitor local issues and report emerging concerns.

Advocacy and Public Engagement

Community storytelling campaigns.
Human Rights Blog Series on the HHC website.
Documentary videos featuring community voices.
Social media awareness campaigns.
Annual Human Rights Forum bringing together community members, civil society, and stakeholders.

Sustainability

The project will build local leadership structures that remain active beyond the project period. Community volunteers, youth clubs, women’s networks, and support circles will continue functioning as local human rights resource groups.
